08 · Pillar 3 & the data hub

Purpose & history
Discipline by disclosure — industrialised
Pillar 3's premise is that markets punish what they can see; its history is the discovery that they can only see what is comparable. Free-form PDF disclosures failed that test, so the EU rebuilt the pillar as fixed templates (the EBA ITS: KM1 key metrics, OV1 RWA overview, CR/MR/OR detail, LR, LIQ, the MREL set), on fixed frequencies, scoped by proportionality (large listed institutions carry the full set; SNCIs a fraction), and — the current step — centralised into the EBA data hub: banks file once, machine-readable, and the EBA publishes, making cross-bank comparison a query rather than a project. Two live fronts: the floor split (U-TREA vs S-TREA disclosure makes every bank's model reliance public), and ESG templates (taxonomy alignment, transition exposure) — where disclosure is doing regulatory work capital rules have so far declined to do.

Changes & sources
- Sources: Art 431–455 CRR; EBA Pillar 3 ITS (integrated framework); data-hub decisions and phase-in for smaller institutions.
- Watch: hub coverage extending down the size ladder, and ESG template stabilisation — the templates are moving faster than the underlying data quality.
